Abstract

北桃沿海地區防風林和稻作損害為一長期未定之不明公害糾紛。過去二十多年來已進行許多調查，惟缺乏一有系統之歸納整理：本研究試圖以整體的資料文獻回顧，對此不明公害作定性評析，並提出欲作定量分析時所需的系統分析方法。目前，歸納所得之文獻及資料，本研究獲致以下結論：(1)稻作總產量減少，主因為耕地面積減少；(2)而造成稻作單位面積減產之主因為天災，包括颱風、風害、水害、旱災；(3)木麻黃受害之主因為颱風；(4)水稻致害的主因為鹽沫。本研究未取用台電的空氣品質觀測資料。由其他方面所獲得的資料，目前尚無法確定林口電廠污染與水稻產量及木麻黃消長的關係。 The damage to windbreak and rice crop in the coastal villages of Taipei and Taoyuan counties was a public dispute long since. Althought there were many investigations in the past 20 years, the results were lack of systematic organization. This study was conducted to review all published literatures, to access the unknown public dispute qualitatively and to propose the methodology to analyze this problem quantitatively. After detailed analysis and evaluation, it was concluded: (1) The main cause for reduction in total rice crop production was the decrease in cultivated area for rice crop; (2) The main causes for reduction in the yield per unit area of rice crop were natural disasters including typhoon, wind storm, flood, and drought; (3) The main cause for damage to the windbreak vegetation was typhoon; (4) The main mechanism for rice plant damage was salt-spray from the sea. This study did not utilize any environmental measurements collected by Taiwan Power Company. Based on the available information this study cannot determine the relation between pollutants from Lin-Kou Power Plant and yield of rice crop and growth of windbreak vegetation.
