Abstract
李總統在民國八十七年出席第四次全國農業會議中，提示我國應積極發展精準農業之必要性，本會在八十八年三月三十一日對立法院的施政報告中也明確指出：未來農業的經營將結合現代化科技，使農業發展進步到「精準農業」的層次。隨後並將精準農業列為施政的重點方向之一。精準農業為一融合農耕知識及多種應用技術組成之農作物經營管理體系，藉由即時掌握時空資訊，結合相關資料庫之決策支援系統，以進行自動化管理作業，依照規劃循序達成新、速、實、簡的全套精準栽培與管理。目前我國在航遙測、地理資訊及衛星定位等相關技術之研究與應用已具基礎，為積極推展國內精準農業，本會已於今（八十九）年度在本會農業試驗所成立先驅性試驗農場，邀集農業科技、資訊、遙測、衛星定位、自動化機械等技術領域之專家成立研究工作團隊，統籌各項技術之整合、應用與推廣工作。另外，在推動精準農業之同時，也可將相關技術應用於農作物面積調查、產量評估、天然災害查估與病蟲害監測等方面。在研究初期我們預期必然會遭遇許多困難，亟待克服之問題仍多，希望能匯集專家學者的智慧，集思廣義，共同謀求解決之道。
President Lee Teng-Hui pointed out in his opening speech in the National Agriculture Meeting that Taiwan should seek for the development of precision agriculture to meet the world trend and future food need in the new millennium. To respond for this new idea into a possible policy, Council of Agriculture made an important statement when reported to the Legislative Yuan on 31 March 1999, stating that this Council will try every effort to incorporate modern technology to promote a high level of agricultural management in the twenty-first century. Since then development of Precision Agriculture became a popular consensus and eventually turn into one of the crucial agricultural policies. A pilot project, namely ‘Studies on Precision Farming System for Rice’ was established at the end of 1999 for research and development of key elements and techniques required in operating precision management for rice. It is hoped that through this project a prototype of precision farming system can be set up and future improvement work may have a direction to go. The related information and technology leading to development of the potential system is reviewed in this paper.
