Abstract
糧食安全考量是氣候變遷的重要議題之一，維護一定品質與數量的農地資源，促進農地資源有效利用，為確保糧食自給能力的重要前提。許多重視農業的先進國家，嘗試透過不同規劃程序與新的策略，以達到氣候變遷之調適目標。因此如何透過脆弱度評估，瞭解農地資源受氣候變遷衝擊的程度，便成為研擬農地調適策略的重要工作。本研究以IPCC定義之脆弱度架構為基礎，區分暴露、敏感與調適三個面向，建立指標系統，並以雲嘉南地區既有農地資源為實作地區，進行農地脆弱度評估之操作與測試，並進一步配合AFP程序，應用於雲林縣農地調適策略規劃，期能掌握影響農地脆弱度的關鍵因素，提供未來政府與相關研究團隊之參考。
Food security is one of the concerned issues of climate change. It is fundamental for a country to maintain a certain amount of agriculture land and promote the efficiency of agriculture land utilization. There have been many innovative strategies for the adaptation of climate change in the developed countries. To achieve the goal of climate change adaptation for agriculture land, vulnerability assessment of farmland is important. Based on the framework of IPCC, the research applies the structure of exposure, sensitivity, and adaptation to build the indicators and conducts the evaluation in terms of the designated area in Yunlin, Chiayi, and Tainan County. Through the application, the key factors of the vulnerability of farmland system are identified. It can be applied as a reference of guideline for the government to formulate the feasible local adaptation actions in the future.
