Proceedings of Symposium on Plant Disease Management in Rehabilitation After Natural Disasters
台灣位處熱帶與亞熱帶氣候區，天氣多變，夏季常受颱風肆虐，冬季則有寒流侵襲，天然災害時有所聞。每當發生天然災害，經常對農業造成難以估計的經濟損失。以今年莫拉克颱風為例，造成農業損失超過 160 億元，其中的蘭花產業損失即超過 2 億 8 仟萬元。由於風災導致的淹水問題，造成蝴蝶蘭組培瓶苗的污染與流失，植株浸水造成根部受害，並將外部病原引入蘭園內，造成後續的病害問題。行政院農業委員會在風災發生後，隨即責成農業試驗所組成蘭花災後復建技術服務團，進行災後產業復建輔導工作。工作內容包含進行災後蘭花病害調查與診斷，提出風災後之緊急處理措施，以及推薦後續病害管理處理程序，使受災蘭園的病害問題在極短時間內獲得控制與改善，更獲得一次漂亮且難得的危機處理經驗。
Taiwan is located in tropical and subtropical climate zone with the changeableweather. The natural disasters such as typhoons frequently attack it in summer season and a cold front hits it in winter. Whenever the natural disasters occur, they often resulted in incalculable economic losses in agriculture. Morac typhoon hit Taiwan this year, for example, resulting in agricultural losses in excess of 16.0 billion NTD of which the orchid industry lost more than 280 million NTD. As the storm causing flooding, it resulted in a pollution and loss of orchid tissue culture plants, root rot caused by soaking, and the introduction of the pathogen allowing follow-up disease problems. Taiwan Agricultural Research Institute was requested by Council of Agriculture to immediately establish the so-called “Technology services of orchid group for post-disaster rehabilitation” to carry out a post-industrial rehabilitation counseling following the hurricanes. The service works included: 1) to do the post-disaster investigation and diagnosis of orchid diseases, 2) to put forward the emergency
management measures after the disaster, and 3) to recommend the follow-up disease management processes, so that the disease problem in the affected orchid gardens was under control in a very short period of time. Moreover, access to a rare experience in crisis management was learned from this service action.
