Abstract: | 我國身為WTO 會員,相關輸入植物檢疫措施須依循WTO/SPS 協定及相關國際標準、準則及建議,依據科學證據及有害生物之風險採行適當保護水準,以對貿易的影響降為最低。輸入我國之植物或植物產品應依規定向我國植物保護機關(行政院農業委員會農業委員會動植物防疫檢疫局)申請檢疫,經文件審查、貨物核對及取樣檢查,確認無檢出我國關切之檢疫有害生物後,方可輸入。歷年輸入貨物之狀態及檢出有害生物情形等資料,係邊境風險管理的重要參據,為此我國已建立相關鑑定結果登錄系統,透過申報資料介接及大數據分析技術,可針對輸入案件進行風險程度判別,並據以執行適當程度之檢疫檢查,兼具行政效率與風險管理。隨著國際疫情發展及科學技術進步,我國仍應持續強化有害生物鑑定能力及技術開發,俾作為檢疫把關及諮商之重要後盾。 As a member of the WTO, the imported phytosanitary measures must follow the WTO/SPS Agreement and relevant international standards, guidelines and recommendations. While adopting the appropriate protection levels for imports, it should base on scientific evidence and the risk of pests to minimize the impact on trade. Plants or plant products imported into Taiwan should apply for quarantine to the national plant protection organization (Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture) in accordance with relevant regulations. Only after document review, cargo verification and sampling inspection confirming that no quarantine pests of concerned, then the plants or plant products can be imported. The information such as the status of the imported goods and the detection of harmful organisms over the years is an important reference for border risk management. For this purpose, a registration system for the relevant identification results has been established. Through the application data interface and big data analysis technology, the risk level of imported cases can be judged, and the appropriate level of quarantine inspection can be carried out accordingly, which has both administrative efficiency and risk management. With the development of the international epidemic and the advancement of science and technology, the ability of pest identification and technology development should be continuously strengthened to serve as an important backing for quarantine checks and consultations. |
