Abstract: 
由於國際間農產品貿易日增和觀光旅遊發達,使得入境農產品夾帶外來害蟲入侵臺灣的風險增加。為了保護農業生產環境,臺灣在 1989 年建立了一個外來檢疫害蟲偵察網。這個偵察網由大學院校、農業研究單位、地方政府機關共同組成,調查範圍涵蓋臺灣本島及澎湖、金門、馬祖等外島,主要是為了早期發現入侵的重要檢疫害蟲,並在其立足之前啟動撲滅作業,予以消滅。偵察調查工作持續至今 (2015) 已有 26年,尚未發現 19 種標的檢疫害蟲入侵,確立臺、澎、金、馬地區的非疫狀態,促進我國鮮果外銷並提升國際地位。這個偵察網的調查結果,同時可以做為國際農產品貿易諮商談判及植物有害生物風險評估之佐證。本文爰就此項偵察系統的建立與進展情形作一說明。
With increasing international agricultural trade and tourism, it accompanies increased risks of introduction of exotic pests. A detection survey network of the exotic quarantine insect pests has therefore been built in Taiwan since 1989 to protect our agricultural production environments. This network consists of universities, research institutions, and local governments, and survey areas cover the whole Taiwan island as well as the islands of Kinmen, Matsu, and Penghu. It would detect the new invasive quarantine insect pests at the early stage, so that eradication programs can be applied before the pest has become established. This network executed so far has been 26 years, and the 19 target quarantine pests were never found. With this comprehensive survey system and determination of our pest-free status, it enhanced the Taiwanese international prestige, and facilitated the exports of our fresh fruits. The survey results have also provided important bases and evidences for international trade negotiations and the relative plant pest risk assessments. This report describes the establishment and progress of this quarantine pests detection system.
