台灣位處熱帶，生產之花卉種類眾多，又鄰近世界第三大花卉消費市場-日本，因此，發展外銷產業深具優勢。因此花卉栽培面積自民國67 年的1242 公頃成長至民國97 年的13,109 公頃。而花卉總產值在97 年達到118 億，3076 萬元，其出口值為1.07 億美元(蝴蝶蘭占18%)，進口值約1931 萬6 千美元，主要以進口種苗(球)及栽培介質(水草)為主。雖然台灣花卉產業在蘭花、切花、盆花及苗圃類產業發展旺盛，但面臨歐美國家優質產銷設施及未來東南亞低生產成本的競爭，花卉產業發展及有（1）生產規模小及品質不穩定（2）具競爭力自有品種有限（3）國內消費市場，每人消費偏低（4）切花市場過於集中日本等瓶頸存在。
Taiwan (R.O.C.) has a great advantage in flower export industry is because of its unique spot. A tropical island which has numerous different floral species and is also near by the world 3rd largest flower consumption market- Japan. Thus the flora cultivation area expanded (from1, 242 to13, 109 hectares; 1978-2008) and the gross output value was up to 118 billion 30 million and 760 thousand NTD in 2008. The export value was 1.07 billion USD (18% Phalaenopsis) and the import value was about 19 million 316 thousand USD in the same year. Bulbs and culture median (sphagnum) were the main import products. Even the floral industry expands well at Phalaenopsis cultivation, cut and pot flower business and nursery garden in Taiwan, the industry still face some problems as below, (1) small-scale production and unsteady quality, (2) less patent cultivar with competitive advantage, (3) lower per capital consumption in local flower market and (4) cut flower business is too much focus in Japan. The challenge from the Europe and Southeast Asia competitors with their high quality in production and marking system and lower labor and production cost as also an issue. In order to advance the industry, Council of Agriculture, executive yuan in Taiwan sets up Taiwan orchid plantation, seedlings cultivar section and export flowers production section and is planning to build an international flora island. The goal is to assist the industry enhances the product quality standardization, to comfort with ISO9001and IPR system, and to share the results of shipping and storage technology of Phalaenopsis and Oncidium. Hopping that through the assistance upon could increase output and export value for each grower in Taiwan,
and the floral industry could keep blooming in this future international flora island-Formosa.
