濁水溪沖積扇地下水水源保護區劃定之芻議

Abstract

台灣地區依據自來水法和飲用水管理條例，已針對地表水廣泛劃定水源保護區；此二項 法規雖亦適用於地下水水源保護區之劃定，然而因為地下水系統較難掌握，地下水水源保護 區劃定工作尚未展開。本文以濁水溪沖積扇地下水區為例，整合過去數年來水文地質及地下 水補注相關調查研究成果，評估主要補注區之分布範圍，建議劃定為地下水水源保護區，希 望能經由地下水水源之保護，達到地下水資源永續利用之目標。 Surface water source protection zones have been widely delimited and declared in Taiwan according to the Tap Water Act and Drinking Water Management Statutes. Although the laws are also valid for groundwater regimes, no groundwater source protection area has been set up due to limited information concerning the groundwater systems and concealed groundwater recharge mechanisms. Reviewing study results related to recharge areas, recharge sources, yearly recharge volume and water quality of aquifers, the major recharge areas can be clearly delineated and proposed as the groundwater source protection zone of the Choshuichi Groundwater Basin.
