The managerial adjustment problems of Taiwan rice industry are divided into two aspects
1. The managerial adjustment problems of rice industry
(1)Lack of market competitiveness due to higher production costs of rice.
(2)The problem of low incentive to produce rice, which results in under- utilization of agricultural resources.
(3)To avoid over-production in the rice market, the goal of “balancing supply and demand” needs to be sustained.
(4)Impact on the traditional food management from GATT agricultural negotiation The current food production and marketing management system may change.
2. The managerial adjustment problems of rice business
(1)lack of an action plan for cost reduction and quality improvement.
(2)Lack of the method of “production and marketing integration” through organizing the rice business companies.
(3)The problem of farm operation without the inheritor.
(4)The concept of enlarging scales is too narrow.
Beside the adjustment methods which is announced by the Council of Agriculture of the
Executive Yuan, in this paper, the directions for adjustment and strategies of rice industry are
suggested as follows
1. To create the competitive advantage through the value chain of rice industry.
2. To develop the sustained competitive advantage of rice businesses through three generic strategy alternatives.
The vision of Taiwan rice industry, the actively competitive economic business and the ecologically balanced pubilc business, will be realized through efforts by the government, farmers, merchants and consumers.
