貿易自由化後的稻米政策

Abstract

本文回顧光復後台灣的稻米政策並概分為增加生產的稻米政策；確保供應無虞的稻米政策；確保自給自足的稻米政策三個階段，並檢討各階段的社經環境、採行措施、實施成果及施政成本。針對未來稻米政策的發展，本文介紹世界貿易組織規範及各國稻米政策的相應調整，也對我國未來的稻米政策提供思考的方向。 This article reviews Taiwan rice policy since the World War II, and divides the time since then into three periods: (I) Production-Promotion Period; (2) Ample-Supply Period; (3) Self-Sufficient Period. The article also reviews the socioeconomical background and adopted measures, and analyzes the cost and benefit. As to the future rice policy, this article introduces the WTO rules and new policy taken by various countries. It then gives some thoughts as regards the future rice policy of Taiwan.
