The systemic virus and virus-like diseases of citrus trees have been affecting the citrus industry considerably by causing great damage to citrus growth in Taiwan through pathogen-infected budlings derived from parent trees carrying the causal viruses. Fawcett initiated bud-wood certificate system by registration of healthy citrus parent trees in order to control the virus diseases as early as in 1938. The pathogen-free foundation stock and budling programs have been commonly performed in the other countries in recent years. The diversified system has been adapted at present in the United States as individual regulation for citrus bud-wood certificate program has been performed in each state government. However, a conservative policy has been performed in monopolistic way of pathogen-free stock and budling program before the establishment of plant protection and quarantine regulations in Taiwan. In view of the serious epidemic of citrus likubin on the narrow island, the intensified stock and budling production system was proposed as follows: foundation stock collection in screen house scion-production in screen house screen nurseries of potted budlings free of pathogen. The current system has been executed through periodical and prompt quarantine by serological and biochemical techniques, indexing with indicator plants and symptomological inspection. The pathogen-free budlings are well protected from reinfection according to the integrated measures of prophylaxis after transplating in the field.
