Abstract: | 國際間相繼發生口蹄疫、狂牛症、禽流感等重大疫病之後,造成生產者與消費者的極度不安與恐慌,食品安全頓時成為目前食品供應鏈最重要的一環,歐美及日本等先進國家因此陸續導入食品可追溯制度,訴求食品的安心與安全,保證從「農場」到「餐桌」的產銷資訊公開與透明。因此,相對於食品的外觀、價格與品質,食品本身的安全性已成為先進國家消費者最重視的因素之一。本文謹從探討我國農委會自93年度起,規劃推動農產品產銷履歷示範計畫之情形,及94年度規劃推動示範計畫之概要,並提出當前推動瓶頸與未來展望。 The foot-and-mouth disease, BSE, and birds flu in international occurred one after another, creates the producer and the consumer extremely restless and panic. Food safety becomes the most important point from present food supply chain immediately. Europe, America and Japan etc. advanced countries therefore induct food traceable system, in order to demand food relief and security, to guarantee the production and marketing information in public and transparent, from "the farms" to “dining table”. Therefore, opposite to food appearance, the price, and the quality, food itself security has become one of major factors which the advanced countries’ consumer most takes. This article discusses the status of the implementation to promote agricultural production and marketing traceability system by the council of agricultural, starting from year 93. And outline the year 94 demonstration plan, current bottleneck and the future forecast. |
