建立國家農業有害生物診斷鑑定中心之重要性

Abstract

面對農業貿易與電子資訊發達的時代，如何杜絕或降低外來有害生物入境危害農作物、破壞生態環境與造成農業經濟損失之風險，有效管理國內農業有害生物，降低或緩和其危害趨勢，已是各國制定其植物檢防疫政策的重點。無論是植物檢疫或植物防疫層面的有害生物，唯有透過正確的鑑定，才能落實有害生物管理。本文以農業害蟲為例，提出「國家農業有害生物診斷鑑定中心」的架構、功能與願景，期能使我國有害生物之診斷鑑定業務，無論是在行政或技術層面，均可達到互相支持的整合功能，所建立資源可資分享與傳承，提升我國管理農業有害生物的效能。 In front of advanced development of agricultural trade and electronic information, elimination of invasive agricultural pests or reduction of its population density, and effective control of domestic ones become important issues for making strategies of phytosanitary in most countries. In order to effectively manage agricultural pests, they inspected whatever from phytosanitary or plant quarantine must be diagnosed correctly. Establishment of the national agricultural plant pest diagnostics center for agricultural insect pests is proposed, its function, framework, and goals are discussed. Then, diagnosis service can be integrated administratively and technically by mean though this center. Moreover, the effectiveness for controlling agricultural plant pest can be promoted by information shared or transmitted from this center.
